The TRTC operates and maintains an array of test sites in a variety of jungle and tropical open lands and coastal environments.As the Program Manager, your leadership will be in evaluating the and preventing the following: Degradation in target detection and acquisitiondue to dense tropic vegetation, terrain, and climatic conditions. Blockage or degradation of tactical communications due to rugged terrain, dense foliage, and climatic conditions. High levels of heat stress due to temperature and humidity levels. Impeded foot and vehicle mobility due to steep slopes, frequent heavy rainfall, and weak soils. Obscuration of targets and degradation in weapon effectiveness due to jungle canopies and vegetation. As the Program Manager/Deputy Program Manager, Your leadership will be vital in ensuring we are able to continue in ensuing the safety of our Servicemen and Women operating in tropical climates with our international partners.The primary work location is the Panama City, Panama. There is occasional travel to Hawaii, Honduras and the Philippines.QUALIFICATIONS Program Manager (PM) and the Alternate PM shall be U.S. citizens Program Manager shall be able to read, write and speak English and Spanish at the Defense Language Institute (DLI) Level III. Possess a Bachelor's or Master's degree in Foreign Relations, Engineering, Business Administration. Seven or more years of direct management experience in leading a team of personnel in an international environment. Ten years within a test organization at one of the U.S. Army Development Test Commands Test Centers (e.g. Yuma Proving Ground, Aberdeen Proving Ground, Dugway Proving Ground, etc.), which provided comprehensive knowledge of DOD test, test management, and test documentation procedures. Direct management experience in leading a team of personnel in an international environment. Read, write, speak, and understand the English language at the Defense Language Institute (DLI) Level II. Be highly proficient in spoken and written technical English and Spanish to include the ability to translate technical documents accurately to and from either language (management and technical staff only). Possess training, certification(s), and experience commensurate with the work they will perform, the level of responsibility they will exercise, and personnel requirements.
